What Is Responsible Beverage Services & Why You Need To Get Certified

In 2017, California passed Assembly Bill 1221 with the goal of minimizing alcohol-related problems in local communities. This bill called for the Department of Alcoholic Beverage Control design a Responsible Bever Service Training Program (RBP). Through this program, servers and managers at on-premises establishments that serve alcoholic beverages would be educated about appropriate service practices such as not serving minors along with not over serving patrons.

In July 2022, California passed a new law that requires all on-premise alcohol servers to obtain a Responsible Beverage Services (RBS) Certificate. This new rule is part of the Responsible Beverage Service Training Program Act of 2017, an effort to reduce alcohol-related harm throughout the state. 

The RBS Certification Program educates servers and managers on responsible alcohol service practices. It covers topics such as recognizing signs of intoxication, checking identification for age verification purposes, knowing when to cut off service to patrons, understanding state laws on selling alcohol and more. 

Having an RBS Certificate tells your customers and your employers that you are knowledgeable about responsible alcohol service and have taken the time to gain this knowledge. This certificate can make you a more desirable candidate for jobs in the restaurant and bar industry as it is now a requirement and will also help keep your customers safe from over-consumption of alcohol. 

What is The Goal Of Responsible Beverage Service Training?

Responsible beverage service programs, which are structured to reduce sales of alcohol to minors and inebriated adults, target both on-site as well as off-premise establishments. The initiative is a direct approach to impede underage access by providing training and education tailored towards those who sell alcoholic beverages.


Responsible beverage service training is designed to equip sellers and servers with the knowledge needed to provide responsible alcohol service, recognize signs of intoxication, prevent DUIs and underage drinking, create safer communities where alcohol is served, as well as educate owners/managers/staff on state laws & local ordinances related to serving drinks. Who Needs An RBS Certification?

Anyone who serves or manages the sale of alcoholic beverages on-premise in California must obtain an RBS certification by July 1st, 2022. This includes bartenders, waitresses/waiters, restaurant managers and anyone else involved in the service and sale of alcohol. It also extends to transportation services such as airplane and train staff.
